I am an american living in USA and my fiancee is from Philippines. Help us with my questions please.

1. After receiving the NOA2, what is the next step to do?
2. Are there any forms we need to fill up as well? what are those?

See "What to send to your fiance once the I-129F is approved (Receive NOA2):" The main items you need to provide is the I-134 + supporting evidence, along with a new letter of intent to marry. She will also need evidence of a bona fide relationship.

 

Once you have an NVC case number and the CEAC case status is Ready, she can complete the DS-160, pay the MRV fee, and schedule the appointment.

The medical can be done anytime after you have the NVC case number and complete the DS-160 (and before the interview), but just be aware that the validity of the visa will 6 months from the medical or the interview...whichever comes sooner.

For PH specifically, she will need an NBI clearance, a CENOMAR, and an original birth certificate plus any English translations as necessary. She will also need a police clearance for any country where that she lived for over 6 months.

From the guide:

(A) Statement from an officer of the bank/financial institution with your deposits, identifying the following: 1. date account opened; 2. total amount deposited for the past year; 3. present balance
(B) Statement(s) from your employer on business stationary showing: 1. Date and nature of employment; 2. salary paid; 3. whether position is temporary or permanent (also include copies of your last two pay stubs and your previous W-2 for the associated employer if available)
(C) If Self Employed: 1. Copy of last income tax return filed (or IRS transcripts); or 2. report of commercial rating concern
(D) List containing serial numbers and denominations of bonds and name of record owner(s).

 

In practice, it usually means your most recent tax return (tax transcript preferred, OR 10400 + W2s), several months of pay stubs, and a letter from your employer with the requested information. If your income is insufficient or borderline, providing assets can be used instead or in conjunction with the income, This is where a bank letters for a bank account can come into play, or other significant assets can be used.
