What?  Living parents is not a bar to  adoption as long as the parents agree to it.
My question was more related to adopting a sibling. I have never researched that.
I know you can adopt a child that has living parents.

 

Do you have some real knowledge that adoption would prevent him from sponsoring her?

It is for immigration benefits. Again, uscis doesn't play that way.

Legal adoption and adoption to qualify for immigration benefits are not the same.

  Adoption with living parents would only work if the parents were declared unfit and incapable of caring for the child in the standards of the home country.   Immigration wants to make sure the people do not try to use adoption as a quick way around mandatory wait.  I bet every sibling petitioner from the Philippines wishes they could use adoption to avoid the wait of more than 2 decades.   

This will not be over quickly. You will not enjoy this.

This question (adopting a relative) have been asked many times here and there have been people who have made the attempt. @Transborderwife is right; adoption for Immigration benefits is extremely strict. And it is strict for the very reason you want to do it. It is an old trick once used by immigrants which USCIS has since clamped down on it by implementing very strict rules on immigration adoptions. It has been this way for a while now.

 

And as @geowrian mentioned, you can certainly adopt your sister. But immigration will not grant her status if she has living parents who can take care of her just fine.

 

You have already been given good advice. There is no quick and easy way for all of them to gain status here. You can choose to take the advice and do it the right way or you can choose not to and run the risk of your relatives being here illegally, which could make it even more difficult for them to legally gain status in the future.
