It can be a lot easier than calling them if they don't answer. (And honestly I haven't seen a lot of people call Montreal, normally people e-mail them)

Only USC can call Montreal about USC issues that are not visa related.  That's why people email and use the online form.

My fiance has emailed Montreal twice now since his botched Medisys event, and has not received any response.  When he spoke to them on the phone Wednesday morning, they simply referred him to that web form, so he submitted his inquiry.  Once we get married and apply for AOS, I'm going to set up a single email address SOLELY for the purpose of handling correspondence concerning this. . . . I wish I'd thought of that in the beginning.  

 

I emailed using the web form this morning since he still hasn't heard back from them, and the submission page indicated it would take 2 business days to respond.  Hopefully they'll respond this time.  

 

I would contact the USCIS but since they approved the petition in 2016, isn't that out of their hands, now?  He's submitted his DS-160, etc. etc.  He submitted his packet 3 (multiple times, both before the original medical and interview dates, and this time as well).  We need so speak to someone there to find out what on earth is happening, but unfortunately they've made that impossible.  I'm in tears thinking there's a possibility we may have to start this whole process over again.

Good news update!  My fiance got his Packet 4 today!  He's now scheduled for his medical and interview!!

my fiance sent packet 3 on the 7th, still waiting,  we have not received packet 4, when should we resubmit packet 3? am i able to take his documents and send it through my email?

You say on your time line that the consulate recieved the packet on the 6th of June and then you sent packet 3 on the 7th. That's WAY to soon.

You have to wait for the consulate to process it first, just because they have received it, does not mean that it's been put into their system. It's best to wait 7-10 days after the consulate receives it before sending out packet 3. If they don't respond, that means it's not in their system.

Does your CEAC say ready? 

You don't send the documents through email.  If you read packet 3, it says you need to bring those to the interview.  It specifies which documentation is wants emailed.  

Items to email: The checklist with items marked off, case number, name, date and signature, the confirmation page of the DS-160, and a color scan of the beneficiary's bio data page. 

Items not to email: everything else.
