In the meantime, it will be up to states like California to pick up the slack on reducing carbon emissions.

Hahahaha you are kidding right? California can't even take care of it's own problems Maybe moonbeam should start taking care of the problems that are plaguing the state first before it moves to Climate Change. They have been doing cap and trade for almost 10 years now and it hasn't done anything.

Naitch how many times do I have to tell ya, the S&P500, Nasdaq or Dow do not represent "the market"...large cap weighted indexes were up slightly today, but the broad market as measured by, say, the NYSE composite, is 0.1% above where it was in Feb, and a mere 4.5% above where it was a full two years ago. Talk about two years to nowhere.

California started the cap and trade program in 2013.  That's 3-1/2 years, not 10.  So there is that.

 

And so far, it has been successful.  California is well on track to meet the 2020 emissions standards it set with the program.  

 

Is the trade generating enough revenue for the state?  No, but that's simply because enough companies are reducing emissions that they don't need to bid for additional allowances.  With the primary goal of the program - that of reducing emissions - this is a GOOD thing.
