Is K1 or K3 or CR1 best choice for us?

I am a US citizen and my girlfriend is a Chinese citizen currently in China

She is a medical school graduate who was on a F1 student visa in the US for a few years at one point taking some extra college classes.
She returned to China in February hoping to change to a visitor visa or come back on a student visa again,

but she was denied due to the consulate not being convinced she had strong enough ties in China (despite her parents living there).
She also had bad grades in the college classes she was taking
She also told me the interviewer took "lots of notes" during the student visa interview which worried her
 

Will the student visa denial impact the chances of getting a K1 visa approved? Should we do a K3 or CR1 instead?

K3 is obsolete, k1 or cr1 depending on what's most important to you.

As above, K-1 or CR-1 is an option for you. Depends how you wish to proceed and also time and cost.

 

Previous denial should have no affect on either option as long as there was no lie/misrespresentation on the application.

Do you want to be together fast? K-1 would be the option then but she can't work and drive until she does adjustment of status and receives her employment card or green card.
Does your fiancee (and you) has the desire of working as soon as she moves to the US? CR-1 would be the best option then. You just have to make the decision to be able to live apart until the visa approval.

You have to weigh options out for both of you. As said above, previous denial for tourist visas and such do not weigh on K-1 or CR-1. I'll link you to a comparison of the two visas.

I wouldn't worry about the "taking lots of notes" part. That's pretty typical for this whole process.

 

Like the others said, it's up to you to decide which option is going to work best. Both have pluses and minuses. Hopefully you'll figure out the one that works for you.

Lol, during my K-1 interview the CO kept writing everything down too. Dates, numbers, whatever I said got noted. It's normal.
