If he has a reasonable belief that he was divorced, then he would be an accidental bigamist and would be okay.  The magic word is reasonable.  Did he get papers?  What proof does he have?  An unreasonable belief that he was divorced is not good enough.  

 

If he believes that he is divorced from his USC wife, then he has no basis to continue to immigrate to the US.

He should stay with wife number 2. He doesn't love wife number 1. If he did, he would never have looked for wife number 2.

Hey, some live happily with multiple partners...  

This whole story is triple sketchy though - I just can't say if there is love or not.

Indeed they do. We are good friends with a triad. Two women and one man. They even have kids with him. The thing is, it was a mutual decision for all concerned and the third member was chosen by the other two and the two women also are in a relationship together. That's completely different to this scenario where wife number 1 appears to have had no say in the second "marriage" and presumably knows nothing about it or it would have been listed on the petition and they would be attempting to get some form of visa (work? study?) for wife number two so that they could all be together.

Well a lot of information  has been left out, in some societies such behavior is quite normal, I assume that is why his family disclosed wife 2, not an issue.

 

Whether the marriage is legal or not difficult to tell, we do not know which Consulate is involved.

 

Did he disclose wife 2, sounds like he did not, did he have confirmation from wife 1 she is cool with this?

It is quite clear that OP did not disclose wife 2 and was totally surprised that the field investigator showed up..lol. This whole story looks like a cheater that has been caught in his own game.
