My girlfriend (who lives in Canada) and I have been researching the IR1/CR1 immigrant visa process in preparation for upcoming engagement and marriage [we are considering this option for several reasons of convenience as opposed to the fiancè visa].  We had a question regarding the supporting documents required - namely, the police certificates.  My girlfriend worked as a teacher in Cambodia for two years before we met ( or, more specifically, 10 months in Cambodia, then 6 weeks back home in Canada, then another 10 months in Cambodia) and had no legal issues while there.  We are aware that she would be required to provide a police certificate from any country she lived in over 12 months while she was 16 years or older.  The problem is, some of the supporting documentation the Cambodian offices require to produce a police certificate are not available (namely, a Residence Certification Letter - which is not available because the owner of the apartment she stayed in never registered with the local commune - and her original Passport which she used to first enter the country (which since then expired)).  We are curious as to whether anyone has experienced a situation similar to this, and what the process (if there is) might be for waiving this requirement in the event the Cambodian offices will not issue a police certificate. Also, since my girlfriend did not spend a consecutive 12 months in the country at one time (rather, returning home for 6 weeks in between two 10 month stints), is she able to forgo this requirement?  Her "permanent residence" for all legal documents remained in Canada for the duration of her time in Cambodia as well. Any insight would be greatly appreciated!
