Small chance that the petition will be at NVC and send back to the embassy for a minor administrative mistake, that is highly unlikely.

 

Usually a returned petition to NVC  will go to back to USCIS, all returned petitions must go through NVC first and then reach USCIS.
The embassy never sends a petition directly to USCIS without a stop at NVC first, no matter if an update says so or not.

Once it has been received by USCIS read my previous post again for the steps I outlined.
No attorney is needed. Follow USCIS's instructions which your wife will receive 6-12 months from now and NO there is

no way to speed it up. Petitioners from Ghana (search out the threads) have been waiting for 1 1/2 - 2 years for their petitions
to be reaffirmed. Even though it's not your embassy, the process is the same.

Be prepared to wait 1 1/2 - 2 years for a second interview. Meanwhile have her visit you, collect evidence and create an account here to
educate herself on what to do, you work together as a team right ?

NVC Received : some dinkelsberry yehoo in the house of clingons send our petition to the wrong consulate.

Consulate Received : July 30,2014 Transfer to right embassy complete.

Interview Date : Oct 22, 2014

Interview Result : AP , requesting another PC (not expired) and certified divorce decree (was submitted)Stokes interview via phone for petitioner 4 hrs after interview.

Oct 23 email notification visa approved.
Visa Received : Nov. 3 , 2014 VISA IN HAND.

US Entry : Nov. 21, 2014

Marriage : Dec 27, 2014

AOS send : May 12, 2015, received May 14, 2015 USPS priority

Email &text : May 18, 2015, check cashed May 19,2015, return receipt May 21, 2015 stamped USCIS Lockbox, NOA1 (3x) May 22,2015

Biometrics : June 1, 2015 letter received for appointment June 8, 2015, successful walk-in June 1, 2015

RFE : June 12, 2015 for income not meeting guideline. Income does ( ! ) exceed guideline.

RFE response : June 26, 2015 returned with a boat load full of financial evidence.

UPDATE: July 5, 2015 updated on all 3 cases, RFE received June 30, 2015.

Service request : Aug 12, 2015, letter received that it will be processed within 90 days from receipt of RFE.

UPDATE: Aug 24, 2015, EAD card being produced/ordered. ( 102 days from AOS receipt day and 55 days from RFE response received.) Thank you Jesus !

Emails : Aug 24, 2015, EAD approved, EAD card ordered.

EAD/AP (renewal) approval Aug 22, 2016, NOA2 received Aug 25, 2016

Renewal EAD in production notification text and online, expedite successful 4 days after RFE request response was faxed, Aug25mailed,Aug29received.

Sept. 21 Interview, 2 hour interview, we were separated and asked about 50 questions each for an hour each. IO was firm but professional, some smiles.
Several service requests made, contacted Senator and Ombudsman. Background checks still pending.
July 21, 2017 HOME VISIT.  Went well. Topic thread in AOS forum.
Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.

I told her to come visit me and she scared when she check the warning list my country is on 2nd number for her maybe they won't permission to visit me and it's too hard to come to pakistan why they think my marriage is not real I show them everything every proof what they request from us this is not fair to us

U know that every case is different from eachother and our case process so fast in uscis and nvc I will pray

I highly suggest you taking Ebunoluwa's advice. Let your wife join Visajourney, let her read through this topic too and so she can ask her questions.

They send back my passport and all documents so I have to pick up I don't know why they did this to me

Until you get some definite information that your case has been denied, I don't think you can do anything.  This is going to be a very lengthy process.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Sorry....I should have said "IF your case is denied".......I am not an expert here,, but I enjoy learning from the cases I read.

No one here is an expert on your case. Only the CO knows why your case is being sent back.  Hopefully, the NVC or USCIS will soon give you the information you need to determine what actions you need to take.  I wish you the very best.

Read my post slowly and let it sink in. I know you feel bad because of the refusal right now but the sooner you understand the process

and what happens next the better prepared you will be. What is still not clear to you ?
Put being emotional aside, get your wife on VJ as she is the one who will handle the NOID/NOIR.
There is nothing to appeal, your wife will receive a NOID/NOIR letter 6-12 months from now and she submits the requested evidence

and disputes their findings to overcome the reason for refusal and if USCIS accepts it then you have a second interview.

That is the process.

It may help to know what the red flags are in order to provide better evidence, for e.g.,

 

What's the age difference between you and your spouse?

Is she of the same religion and ethnicity as you?

Is she divorced? If yes does she have any children (cause that may make it hard for her to file Affidavit of Support)?

Who attended your wedding from both sides of the family?
