You should definitely email and ask what the status is. Don't worry about what the CEAC says - no human being is updating the CEAC, Though in this case it sounds like they have transferred the case back to USCIS. 

 

The advice you got from the National Visa Center is also spot on. If the visa was refused because the consulate wasn't satisfied that the relationship was legitimate, USCIS will almost always reaffirm their initial approval and send the case back to the consulate. Theoretically the consulate cannot refuse the visa again on the same grounds (proof of relationship lacking). It's generally not worth fighting with USCIS on that issue so the consular officer will just reluctantly approve the case. 

 

 

Thats true when my wife call before Department of states they said we approved your case and we transfer to national visa center and they also approved your case and send to us embassy islamabad that's why your husband got interview date and they said call the embassy now they are not issued the visa we are clear from your case if they send back to uscis will they approved if they already approved our case how much this time will take and do I get second interview again?

No one here can tell you whether you will get a second interview or not. It's all in the hands of the USCIS again. Your relationship didn't look bonafide enough to the Embassy so you will have to overcome that issue before taking any other actions if it comes to a second interview. Spend more time together, make sure to document it all. Proof them wrong and show them your relationship is genuine, if it is. You are coming from a tough Embassy - like most MENA countries.

I will ask my wife to come to pakistan when I have interview and she will come with me if we got another interview

Your wife may have to move to Pakistan then. If it's all about being together and you genuinely love each other surely it doesn't matter where you live?

Did you know they ask me chat history and I send them 5 thousands pages chat historys me and wife having conservation when I open my eyes until she go to sleep and when she wake up again we start talking and if we are agree about this marriage if we choose eachother why they don't believe us ?

I know she begging me to be with me but I am living in courrpt country where no human rights no safety no facilities and no electricity every 2 hours  she don't care about those things but I do care for her coz I love her

Wait for a response of your email from the embassy.

If you don't get an answer in one week have your wife contact her senator so he can inquire about the exact status

of the case, if it is in AP, temporarily refused or refused and returned to USCIS.

If returned to USCIS it can take about 6-12 months until you get a NOID/NOIR letter from USCIS. (Notice of Intent to Deny/Revoke).
This letter will list the reason of refusal and request evidence needed to overcome the refusal.
Your wife will have 30 days to submit evidence from receipt of the letter.

Meanwhile it would be good evidence for her to visit you for more relationship proof.
Don't send 5000 chats but instead evidence of real visits (boarding tickets, hotel room receipts, new photos with her and your family etc.)
Submit a variety of quality ongoing evidence that your relationship is genuine, some chats, phone logs, greeting cards, gift receipts,
joint ownership of land you may own there etc.

Sometimes USCIS will reaffirm without a NOID/NOIR letter and send the case back to the embassy with recommendation to approve.
Mostly NOID/NOIR letters are send out to the petitioners though.

 

If USCIS is satisfied with your wife's NOID/NOIR letter response they will reaffirm the petition, if not they will deny it.
IF reaffirmed it will go via NVC back to the embassy for a second interview. Good idea to have your wife on the premises

for that interview but she must go visit before as well. This entire reaffirmation process will take a very long time, some people

have to wait a year to 18 months + and you must be patient. Returned petitions aren't a priority for USCIS and
so take a long time. Think about what relationship evidence you will be collecting together while waiting !

So you are in AP. That can mean you are in background checks or security checks or you are in AP while they decide to return
your case to USCIS. All is administrative processing. Wait a months and then email again, don't bug them constantly.
In 2 months have her contact the senator asking specifically if you are in background/security checks or if the petition has been or will

be returned due to the fact that the ceac update states REFUSED and not AP.

But in the email they didn't said to me they are sending back to uscis and they only stated that my case is still under administrative processing

Yes I realize that. One of two things is happening as I said before, either you are in AP checks and when completed you get approved or they are "thinking about, deciding" if they want to return your case because they said REFUSED on ceac. It takes administrative processing to process a petition for return to USCIS too. They don't just stick it in an envelope and send it back, there is a process which is administered. Hopefully it is only temporarily refused after they are done reviewing the evidence ypu send them, (5000 chats take time to read) or until checks are complete. You are floating in an unknown phase right now which is uncomfortable but all you can do is wait for now for further clarification coming your way.
