Just as I thought, you are reading more into this than what it is.
This is in regards to an address change, not a reaffirmation of a returned petition.
Have your senator inquire if the petition has been reaffirmed (don't use the word approved) since it was returned and I am sure they will say no.
It just doesn't go that fast and nothing in the email says it has been reaffirmed, just as far as they are concerned it was approved and
send to NVC, it may not even be in the system as returned yet.
Your number one concern should be looking for a reaffirmation confirmation, not "approval or approved again" when corresponding
with the senator or USCIS directly, use the correct terminology during inquiries and don't leave it up to the senator to get it right.

Because they are referring to your once approved petition that was send to NVC the first time around before your interview took place.
Because this all is in regards to the address change.

Because they probably aren't even aware that your petition has been returned yet as it may sit in queue in a warehouse and
it doesn't show up in their computers yet.
Inquire through the senator if it was reaffirmed or not, easy to do, then you know exactly if it was reaffirmed or not.

Well they know that our petition return from Us embassy and my wife talk with one uscis officer and she told to my wife we will know something within one week if they need anything from us or not so yesterday we got the email which i explain to you but my case USCIS website status show that on 20 July 2017 The Department of states send us your case Recipient Number ××××××××× for review we are reviewing it and we will notify you by mail when we are done please follow any instructions in the notice. I also want to add here onething more when I check myuscis and check what is next step they are taking on my case its show Next Steps we will mail our decision to you.the notice will explain any action you need to take. I don't know what's going with uscis

Ok so yes that confirms they did get your returned petition, this thread is so long and I forgot half of what you posted and didn't have time to read all

13 pages again.

Now you wait until they either send you a NOID/NOIR or send it back to the embassy via NVC without one.
I still would not take the address change email for them having it already send back to NVC.
I would inquire through a senator where exactly it is, still in USCIS review or send back to embassy (NVC).

Today my wife call the uscis and NVC they both said give us time to get updated in our system but when my wife call uscis before when my wife put her name was not my last name in the petition so when today she call the uscis and she tell her last name they said we dont have your that last name so they updated my last name on the petition so they didn't send approved of change address to NVC they approved our I 130 form and send to NVC and they also told us to tell to NVC that we change our address so they can update with same information as well.

I know the approved was not an 'approved name change' and send to NVC.
I still think approved was in regards to the initial approval of the petition and not the reaffirmation.
I told you to ask if the petition was REAFFIRMED and to forget about "approved".
To get correct answers you must use correct terminology in your inquiries through the senator or phone calls.

When my wife call uscis and NVC they both said it's too early to make inquiry coz their system havnt been updated yet and why they send email to my wife that they approved I130 form and send back to NVC i130 form is petition am I right?

I can only point you to my last comment to use correct terminology when corresponding with them or else is it anyone's guess what
'approved' petition they mean. REAFFIRMATION is the key word.

RFE is not required because a NOID/NOIR would be send in most returned cases, not a RFE.
Every once in a while a case gets send back to the
embassy without a NOID/NOIR but it doesn't happened often without a NOID/NOIR process first.
It would be better to get a NOID/NOIR so you can submit more proof, if the embassy gets the petition again for the second time
from USCIS and no NOID/NOIR response is attached then they would have an easier time refusing it again and return it again.
Less chance of approval for the visa but they do approve also without a NOID/NOIR, just better to have a NOID/NOIR.
Remember that the people who answer the phone lines are confused themselves and it is called the ' misinformation line' here
on VJ because they get it wrong so often.

Today my wife call the uscis to know the reason why us embassy islamabad returned our case to uscis and they said they dont know either and they said to my wife that they will not mail any letter or notice to my wife and they will update the website I don't know what's that suppose to mean and they said to my wife to call the national visa center to know the reason why embassy return our case back and when she call the national visa center  they said only uscis know the reason I don't know what's going on with our case and if they didn't mail any letter or notice and uscis officer said I have to make an appointment with us embassy islamabad and ask them why they returned my case to uscis but I will not face us embassy islamabad until I get another interview if uscis dont mail the notice or letter what is status going to be ?
