So did they tell you if your case will be sent back to USCIS? Which center did your papers go to before they went to NVC when you filed your CR1? When I called, they said our case will be sent back to Nebraska (USCIS), which was where we first applied. But they haven't even received our case at NVC yet.

I already put my time line here I will ask to my wife to call nvc again to get that information and how long it will take to reffairm the case ?

Yesterday my wife called national visa center and who attend her call  She did however say that the next step may or may not be returning the case to the USCIS so this mean I can get my second interview asap if they didn't return to uscis ?

No when my wife called them few days ago they said may or may not they send our case back to uscis I don't know what's that mean?

It means that NVC customer service people usually don't know what they are talking about and the petition will likely be returned.
Your wife can contact the senator and inquire where exactly your case is currently and if it was returned get the diplomatic pouch
number where it was returned in, you won't really need the number but if they give you a number then you know it has been returned
already, some embassies wait a few months before returning the petition. Your ceac notification stated : RETURNED.

In 6 to 12 months. It takes a very long time for the NOID / NOIR letter.

No. Returned petitions are no longer a priority with USCIS. If it takes longer than 6 months to receive the NOID/NOIR then your wife can make inquiries through her senator but it can take a year, for some over a year.
