Worried about Visa expiry

So my Fiance lives in Japan on a student visa. Her student visa is set to expire on July 19th this year. I have a NOA2 date of May 5th, and continue to call NVC every day but they still don't have case number. I am worried because it is cutting it close because I read that the US embassy in Japan has earliest possible interview dates at 1 month out.

For her to renew the student visa she has to give her college her passport and they take 1 month (and apparently hold it for that month) while they renew the Visa which also isn't cheap either (like $100-$200).... The money not being the biggest issue but holding the passport is because she needs for things like medical exam. I did read somewhere that even if your Visa expire while in Japan the Japanese government doesn't really take any action until maybe 1-3 months after expiry but its better to be safe than sorry, and I don't know if it will cause problems at the interview if her visa is expired (the expiry date also shows on her residence card)

Anyone have any advice in this situation?
