CFO Seminar Philippines

Hi!

I just grabbed this from my fiance because I have a question about the CFO Seminar that is required for Filipinos. Some background - I haven't lived in the Philippines for a very long time. My fiance and I are actually living in Cambodia right now, and that's where we got our visa interview. We want to travel to Brunei, Philippines, and Korea before finally travelling to the US (mostly because I want to go to all the countries I've lived in). I did not know about CFO Seminar until very recently and I'm a little confused about what I needed to do. I've already made an appointment for it, since I'm not sure if they're gonna let me leave Philippines to go to even just Korea without a sticker on my passport (?).

Anyway, I have a couple of questions:

What if I only have my passport as my original ID? As I mentioned earlier, I haven't lived in the Philippines in a while, and I don't actually have any other valid IDs other than my Passport. The only one I have is my NSO birth certificate and it's listed as a secondary ID. Does this mean I can use that?

What is the Certificate of Family Relations? It says "of foreign spouse", so does this mean it doesn't apply to me? Since we're not married yet?

Am I correct to assume that "guidance and counseling form" and "emigrant registration form" are forms that I will be getting from the CFO when I have my seminar? Or is there a place to download it online?

So there are questions about how I need to fill in my fiance's phone number and address, but since he's been living in Cambodia with me for the past year and a half, his address and phone number is Cambodian, and when we leave Cambodia for ultimately the states, he has no home address and no phone number in the states, at least not immediately. So I actually don't know what I would write there.

Thanks so much for any help anyone can give!

I've already made an appointment for it, since I'm not sure if they're gonna let me leave Philippines to go to even just Korea without a sticker on my passport (?).  You are required to have completed the CFO if you are traveling to a foreign country (ie USA) on a visa and only if you travel through the Philippines.  Since you will process through Cambodia and then travel through the Philippines then onto USA, then yes you will have to get the CFO certificate in order to leave the PI.

If they state that your NSO can be used as a secondary ID then yes it is an approved form of ID.

What is the Certificate of Family Relations? It says "of foreign spouse", so does this mean it doesn't apply to me? Since we're not married yet? You don't need a CFR.

Am I correct to assume that "guidance and counseling form" and "emigrant registration form" are forms that I will be getting from the CFO when I have my seminar? Or is there a place to download it online?  Have you been to the CFO website and read what is required? That should be your first step. Here is the link. http://www.cfo.gov.ph/rnr-pdos.html

Use his current address in Cambodia and phone number. Then when you settle in the states then change your address here https://egov.uscis.gov/coa/displayCOAForm.do

Thanks so much for any help anyone can give!

Good luck

yes you will have to complete GCP with CFO and acquire the sticker before exiting the Philippines.  You can use your personal copy of your NBI as an ID as it has your picture on it.
Here is the link to CFO   http://cfo.gov.ph/gcp.html    There are three locations now; Manila, Cebu and Clark

And the online registration   http://cfo.gov.ph/images/forms/downloadable_forms/registrationform.pdf

I don't actually have an NBI. When I applied in Cambodia, they didn't ask for an NBI, and I passed my a local police certificate in the Philippines and they accepted that. So I don't have my own NBI. And the embassy kept that police clearance. I don't know if they're going to return it when they release my passport in a couple of weeks.

So to clarify, I can use my passport and maybe the NSO Birth Certificate as the two IDs they require?

Interesting that you got by without needing the NBI... you are a first that I have heard of doing that.

The CFO website lists ID ... as long as you have what they ask all is good.

Yeah, I think it's because it was done in Cambodia, rather than the Philippines. Another thing I didn't have was a CENOMAR and they didn't ask for it during the interview either.

I am reading about the GCP and though the actual website doesn't list CENOMAR as a requirement anymore, I still ordered one just in case they ask for it.

That's good because they ask for things that are not "requirements" all the time. So it's better to have it and not need it than need it and not have it.

I'm 28 years old... you don't think they'll ask for like... permission from my parents right? Which would be difficult since my parents aren't even in the Philippines anymore...

I'm getting a little worried about the paperwork for this seminar.

Nope, you should not need the advice or consent letter.
