Conflicting Requirements- Please Help

All, 

Working like crazy to get the I-130 and 130A submitted for my wife and stepkids but I keep getting conflicting information on a few items. Can anyone help me clarify?

 

Passport style photos

The I-130 instructions state: 

You must submit two identical color passport-style photographs of yourself and your spouse (if he or she is

in the United States) taken within 30 days of filing this petition.

 

My wife is in the United Kingdom, not in the United States.  I assume this means both her/I do not have to submit these?

 

I-130A Signature

The I-130A instructions state:

If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have

to sign Form I-130A.

 

So, my reading of this is, don't sign the 130A, don't worry about the passport photos.  This would save me 2 weeks on getting it done/mailed/etc.  Has anyone submitted a new I-130 that can attest to this being accurate?

The signatures for I-130A for your spouse is not required. I would include their passport photos though. They can have them done digitally and send you the photos by email, which you can get developed at a CVS/Walgreen's near you.

Just the one I was hoping to get out of!  Should I include the kids as well or just hers?  The instructions say nothing about the kids needing photos.

I would include the kids photos as well, just to be on the safe side.
