I have requested the instruction letter via email and this was the response from the consulate:

"Dear Sir/Madam,

 Thank you for your inquiry.

We received the electronic file for the case on May 17.  It usually takes one to two weeks to receive the physical file from the National Visa Center (NVC).  Our office will contact the beneficiary and send the Instruction Letter to the beneficiary’s mailing address (not via email) at the earliest opportunity.  For additional information about immigrant and K-1 fiancé(e) visas, including required documents, please visit the State Department’s website: http://travel.state.gov/content/visas/en/immigrate/family.html.

"

So it seems like they wont send it via email which could be a problem for us.

  • 2 weeks later...

I called the NVC. They gave me our Case Number, as well as an Invoice Number and Beneficiary Number. They said they had sent our 129 to the Consulate on the 12th (I called on the 14th, Flag Day.). I did not receive any email, and I have not received anything via post either, yet, but that is not unexpected.

I sent a message to the Consulate (a little impatient). I received a response very quickly, in just a few hours.

"Thank you for your inquiry.

Unfortunately, due to the fact that the case records have not yet been fully transferred to our office, we are unable to take any action on the case at this time.  Please resubmit your request on June 20 through our online inquiry system for further instructions.

If you have further questions, please do not reply to this email.  Instead, please submit your inquiry to: https://vn.usembassy.gov/visas/immigrant-visas/immigrant-visa-inquiry-form/.  Unfortunately, we are unable to respond to inquiries sent directly to this email address.

Sincerely,

Thanks, Yes, we planned ahead and had the 160 all ready to go. She submitted it as soon as she got back form the Post Office with the Packet 3 (which was just the same as the instruction sheet that that link goes to). She printed out the deposit slip, went back to the Post Office to pay the fee and mailed off the DS-160 confirmation page, the passport photos and the copy of her passport.

We'll make the appointment for the interview and medical exam today.
