I suspect it has more to do with the warning letters from Minnesota being swift and stern.  We just switched over to them being the initiating state.  They don't give a hoot what California thinks it is doing.

Interestingly enough, there is no front view of that bathing suit?  It is maybe see-through in the front?

 

It is pretty unflattering either way.
