Timeline

I submitted a police clearence certificate from the local police departments office for my husband. However NVC is asking for Passport Clearence Certificate. Does anyone know the difference and how it can be obtained?

I believe that NVC meant police clearance certificate which must comes from your police penal criminal records. There always special office for that in each countries. I don't think they will accept the local police clearance certificate. You should try and call Nvc for further clarification. The reason why I said that is Nvc requested for the same police clearance certificate as checklists in our case, they requested for Greek police clearance certificate and Nigeria police clearance certificate, I was living in Greece before. I only got the greek police clearance from their ministry through lawyer.

After a full days of research we finally figured out that they need a Clearence certificate obtained through the passport office and they don't accept the local departments police certificates.

You need to get the PCC from Passport Seva Kendra. It must be from a Regional Passport Office and NOT from local police stations. You will get a letter with a letterhead that says "Government of India - Ministry of External Affairs - Regional Passort Office." Schedule an appointment here: http://passportindia.gov.in/AppOnlineProject/online/rpo

Another thing: make sure to get two original copies (you should be able to get two original copies for Rs. 500.), and your passport will be stamped along with that PCC as well. Also, your name does not have to be in your husband's passport. (My name is not in my husband's passport and he didn't have to get his passport renewed/updated with my information; he was able to get his PCC without it. He only needed to show NOA2 approval letter from USCIS with my name as petitoner/sponser on it.)

NOA2 is your approval letter from USCIS stating that your case is being sent  to NVC. I didn't have to show it at the Passport office to get PCC. You get a list of documents to carry with you to the PSK when you book the PCC appointment online. They usually ask for documents to support the information which is different from what is recorded in your passport. I had changed my residential address after my passport was issued, so had to provide address proof and had to under go the Pre-police verification. After the police verification was complete I went to the PSK again to get PCC stamp on my passport and was also handed over two PCCs.

12/23/2016 : Delivered to NVC

02/22/2017 : In review dept

03/07/2017 : Case Complete

Yes they can. I was denied coz I didn't have my spouse's name mentioned on my old passport. I had to get a new passport made to get PCC. My worry is now my PCC has new passport details and the application file at NVC has old passport details. Fingers crossed.
