IV APPLICATION "RE-OPENEND"

Hello all, my wife was denied a visa in October 26th 2015 in Ghana. Up to now, I have not receive and letter from USCIS as to why she was refused visa.

Today, when I check Department of State website, the status of my IV application says "RE-OPENEND" Can someone please advice me as to what that means?

It's possible USCIS have re-affirmed the underlying I-130 (if it was returned to USCIS after the initial refusal). 

 

If so, you should receive a letter in the mail shortly indicating this is the case.

Day 341 (12/10/18) Interview was scheduled for 1/14/19

Day 376 (1/14/19) Interview

Day 385 (1/23/19) Denied

Day 400 (2/7/19) Denial revoked; N-400 approved; oath ceremony set for 2/14/19

Day 407 (2/14/19) Oath ceremony in Dallas, TX

Thank you for your reply. I just check the status on the USCIS website and it says "On May 10th, 2016, we received you petition from Department of State for review" Means they have my petition at the USCIS for one year now and still haven't contact me.
