First, for 5 weeks, our I-129F was stuck at USCIS.  I called the NVC almost every day and then thought, maybe I need to call the USCIS to find out if it has been mailed.  I called, spoke with a supervisor and was told it had not been mailed yet. The USCIS said I could do nothing but wait 90 days.  (The NVC had been saying 6 weeks and the USCIS letter said 30 days.)

Second, I immediately went to my congressman's office, (representative), filled out an inquiry form, and the staffer called and was told the application had not been mailed to the NVC yet.  The staffer said wait 30 days to follow-up.  The staffer knew whoever she was talking to and they had a friendly conversation.  It was only an inquiry as to status i.e. "has the application been mailed to the NVC."

Third, 2 days later, I spoke with a supervisor at USCIS who said our application had been mailed to the NVC.  Miracle or coincidence - you decide.

Fourth, 3 days after calling the USCIS, I called the NVC and we now have a case #.  Miracle or coincidence - you decide.

Moral of the story.  Simple phone call by a congressman's staffer seems pretty powerful.  Do it.
