During interview said processing and ceac shows refused

My mom and dad had an interview today for f4 category, the interviewer didn't ask much questions just said that we are putting your case in processing. And my mom's sister had an interview too under the same category and the interviewer asked her that your other sister(my mom) had interview today earlier, both of you sister needs to submit one more document of affidavit of support. Once you submit that, we will process your case. Now the ceac website shows refused. Plus, they didn't give any form to my mum but they did give form to my mom's sister about administrative processing.
