How old is her daughter, and is she married?

If she's an unmarried minor, then she would fall under F2A, which is about 2 years form filing to visa in hand (a little over 18 months for PD to become current).

She would fall into F2B then. Her PD is estimated to become current around January 2023 (assuming she is not from China, India, Mexico, or Philippines). She must remain unmarried the entire time.

If the petitioner becomes a USC, then she will change to F1 preference if unmarried (about the same wait), or F3 preference if married (which is estimated to become current sometime in 2034). But she cannot get married prior to the petitioner becoming a USC.
