i864 and i864a

I am facing an issue filling out i864 and i864a. My father is the petitioner in this case and my brother is the beneficiary. My father is retired and we are using another family member's income and he is filling out i864a. Our household size comes out to be 9. break down is like this : 5 members who are immigrating, 1 sponsor, 1 sponsor's spouse and 2 household members. 1 housedhold member's income covers only 5 members according to poverty guideline for 2017 and second household member's assets(if possible)

 

1. If we are using assets of 2nd household member, will he be counted in total household size because according to Part 5 line 7 of i864, you can include household members whose income is being used. So if a household member's assets not income is being used will he still be added in Part 5 line 7 of i864 because a separate i864a is required for anyone using his assets to support the household income..

 

2. If we have to fill out a separate i864a for a household member whose assets are being used, do we still have to use that household member's income(if any such as unemployment) and also tax returns for last 3 years? Or we just fill out the part with assets only?

 

3. can my father's SS income be used as income too on i864 to add to total household income?

 

4 If there are two i864a's so how many members we put on Part 5 of i864a?

 

5. Is it even ok to use to income and asset combination as described above?

 

6. Also NVC is asking for explanation or copies of the documents for which it had no objection before. is this normal for NVC to request something out of nowhere all of a sudden?
