Hello, my partner is from Costa Rica and we would like to get married. He will be visiting for a couple weeks (he has a travel visa) and our plan was to get married in city hall and then he'll  return home. It won't be until another year or so that we file for the spouse Visa. We will do that when he's ready to move here permanently. Are there any issues with this? Anything to be cautious about?

I don't see any issues. Looks like a good plan. One thing... after marriage, the CR1 immigration process will take about 1 year from the time you submit. So work backwards from when you want him to immigrate to the US and file at least one year beforehand. And note, if you get your CR1 approved prior to being ready to immigrate, you can wait approximately 5 to 6 months before using the CR1 visa, depending on when your medical appointment is done.  Good luck.

Marriage: 2014-02-23 - Colombia    ROC interview/completed: 2018-08-16 - Albuquerque
CR1 started : 2014-06-06           N400 started: 2018-04-24
CR1 completed/POE : 2015-07-13     N400 interview: 2018-08-16 - Albuquerque
ROC started : 2017-04-14 CSC     Oath ceremony: 2018-09-24 – Santa Fe

Shouldn't be any issues. As mentioned, the only thing you should be prepared for is the length of time to go through the process so you can plan accordingly.

Thanks to both of you! That's good to keep in mind. But would he be able to come with his travel visa if the CR1 is not ready yet?

Yes, he will be able to.
