Provided he didn't miss mail, been actively living in the US where he passes resident test, and not owe taxes or has bankruptcy case pending; your friend should have his naturalization case adjucated within processing time. But then again we are talking about USCIS, so possibilities are limitless. I would say he needs to contact an immigration attorney and/or congressman to sort his issue out.

Let the cousin of your friend read more about the USCIS   "Controlled Application Review and Resolution Program (CARRP)". I don't know how it might applies to the cousin but if it does then let him/her contact The American Civil Liberties Union (ACLU). I just got this info from another forum.

Alright.

Thank you for your responding!

Have fun!

Mine is still saying "we scheduled your finger prints" since the end of May.  Apparently, based on speculation and discussion in other threads on here this means that our background checks (specifically the name checks) have not been done by the FBI and submitted to the USCIS yet.

Without knowing more information about his case it's hard to say.  I don't know if there are ANY field offices that are that behind!  Are you sure the year is correct?  Is there something pertinent to their case that we don't know about?  Were they filing early or was their N400 piggybacking off something else, or another family member?  How did they come to America in the first place?

@Gazy made some great recommendations for them to try and push their case through, but another option is the USCIS Obundsman - they can request assistance with their case through this link: https://cisomb.dhs.gov/oca/form7001.aspx

"The Ombudsman provides an impartial and independent perspective to U.S. Citizenship and Immigration Services (USCIS) in an attempt to resolve problems with pending cases."

ALSO they can contact the person that handles immigration at their state representative's office.

He came here as a refugee, he is single living by himself, he does not have any problems even minor traffic ticket. To be honest he showed me his phone the case status " on April 15, 2015 in line for an interview. Applied under 5 years rule. he applied early one month. Living in Austin, Tx..  His case made me worry a lot..

I thought in line for interview means sooner interview .

It means you're one step closer SURE... but as we've discussed there are a lot of variables that affect these things - for both applicants and the USCIS. Try not to presume the worst for your case because others are waiting a long time.

@lovelyalex

This just raises more questions for me.  What is considered filing early?

If you file 90 days before your green card anniversary that would be considered filling early
