That said, it absolutely is possible to travel on the VWP or a non-immigrant visa while processing. There are megathreads in the respective forums for this, and people do so regularly.

It's difficult to acquire a visa mid-process if the visa does not permit immigrant intent, but not impossible. Using an existing visa is normally not an issue.

Indeed, my spouse and I renewed our Bs and the kids got new B visas while we had an immigrant visa in process. It’s all about the individual circumstances. But for an F1 student with a DV selection in hand, it’s almost certain the intent would be to stay and adjust and thus make denial the most likely outcome by far.
