I-134 - Dependents

My fiancee is filling in the I-134 at the moment and is a little unsure of one of the questions; it relates to her dependents (one child), and whether she is wholly supportive of them or partially supportive.

 

My fiancee pays all bills / childcare / insurance costs etc. for her child and her ex (the child's father) has their child for just a few days per month now, so should she check the 'wholly supportive' box? I'm guessing this really wont make a huge impact on the final decision but we want to get everything right first time!

 

Perhaps we are just reading the question incorrectly? If the child is under 18 they are obviously wholly dependent on their parent(s)?!?!
