Google "Visa Bulletin."

This is an F4 case.

Currently, beneficiaries with petitions filed before May 2004 are eligible for visas.  It will be around another 2-3 years before the NVC contacts the petitioner and his brothers to continue the process.  Children over age 21 may not be able to immigrate with their parents.

hi

no, the i130 can be approved at any time, it might take years, since the wait for siblings can be over 12 years

the approved i130 will be stored somewhere at the NVC until they contact the petitioner for further payments, forms and documents until the case is completed

then he will have his interview. siblings is a very long process and few visas available for this category
