Do you know if it also stays on file how many times someone has applied for the lottery?  I was going to have him try again this October.

Hi, whatever visa you apply for from anywhere or many many years ago it will be seen, they never go off file, so no matter who you are or when you applied those visa application are always in the system, that's why no one can lie to the consulars about a past application! Good luck!
