I wanted to see if anyone could confirm whether the following events are consistent with receiving the NOA1, not a rejection due to missing paperwork, signatures, etc? I received both email and text notification that my K1 visa case for my fiancee was received today. The communications also stated "Official Receipt Notice (Form I-797) to follow in the mail." I was given a receipt number that appears to show that the case will be processed by the CSC (WAC code). I sent a personal check with the application, which was also cashed as well. I signed up on the USCIS website, and I found that I could look up my case number and that the petition was received on April 28th, 2017. However, I am unable to turn on mobile and email alerts, despite clicking the turn on buttons on the webpage, for the case for some reason (I may have to call them). The piece that has me doubting whether I have received the NOA1 is because the case status has the following under next steps:

 

 

If we accept your case, you will receive a receipt notice.  If we reject your case, we will send you an explanation with instructions.

 

I'm confused as to whether the email and text messages are evidence of the the petition heading to the adjudicating process, or if there is still a chance that a rejection of the initial paperwork is possible? I still have not received the tangible NOA1 in the mail yet either. I can see that the message said receipt notice to follow, but from what I read, the receipt notice can also contain an outright rejection due to missing paperwork, etc. It seems odd that they would make you wait to find out if that's the case, but I'm honestly not sure. If the petition is heading to the adjudicating process, should I start gathering all the paperwork for the next phase (her interview) right away?

The noa1 just means they received it. The only reason the noa1 gets rejected is lack of payment. You need to read the visa guides because you definitely have the process a bit confused. 

The noa2 is when they approve it. You have to wait for your noa2.

Thank you for your response. I understand that piece of it, but I am unsure if the email and text message are the NOA1, meaning that they have accepted my case and are moving it to the adjudication review step that needs to be completed prior to receiving the NOA2, or if there is still a chance the second part of the bolded text in my original post could apply (which would mean that they are immediately rejecting my petition, due to missing paperwork, etc before moving it to the adjudication review step that needs to be completed prior to receiving the NOA2). That is what I am seeking clarification on. I haven't received my paper copy of the NOA1 yet (just the email and text messages) as I mentioned in my original post.

They also reject for wrong or expired forms, missing required forms, missing signatures, etc. There's a bunch of possibilities for rejection (incorrect/missing payment probably being the most common).

No...I'm quite certain they occur upon receipt of the I-129F packet. Check my scan data:

You can see cases being rejected for both those causes and payment causes that are one case number apart (so they were very likely received on the exact same date). See, for example, WAC1790098749 through WAC1790101212.

 

Edit: And with the same "last updated" date. haha That's important to note as well.

Ok now I understand. I wasn't sure if the NOA1 I get in the mail could already say that the application has been rejected. I thought maybe they would review it for completeness (payment is correct, all documents are signed, and all elements of the package are there) at the site it was received at, cash the check after confirming, and then send it on to the service center for the actual review. From the next steps listed on the USCIS site, that was not clear to me. Thanks again.

So does it seem like my package has passed the initial checkout, considering the check has been cashed and they claim they are sending my petition to the CSC? That makes a lot of sense that they would screen the packages before sending them to the adjudicators. Thank you so much for providing that information geowrian.

If they cashed your check and you received the text you're fine. They'll send you a paper version usually within a few days. Some take a couple weeks, but not usually that long.

Yeah, it sounds like it was accepted to me. The wording you noted doesn't match my NOA1, RFE, or NOA2 (and doesn't sound like an RFIE either), but the website/email/SMS wording may just be excessively generic.

The bolded text it's referring to the NOA2, that is when they approve your petition.

 

NOA1 means they accepted the petition to process. NOA2 means your petition is approved so you can proceed and ask for the visa. So if it's not approved, you get that aforementioned explanation with instructions.
