No NOA - Application Lost?

I applied for OPT on April 3rd, 2017 and got confirmation of delivery on April 5th, 2017. My bank is showing that the check I sent was electronically transferred by DHS on April 10th, 2017. However, I have not received any notice of action yet. I have called USCIS several times and they first told me to e-mail lockbox support, but I did not get any response. Now they are telling me to e-mail them again as USCIS apparently has no record of me applying in their system. Did they lose my application? Should I reapply or wait for lockbox to get back to me? Please advise if you have gone through a similar situation or have ideas on how to proceed! I am apprehensive about re-applying as it is yet another hefty fee, and am scared that the same thing will happen again.
