Depends on where in England. Overall it's not about smalltalk, it's just that the culture is reserved, respectful, and old school. Everyone is aware of everyone else's space and likes boundaries. It's not that they don't like to talk, but if a stranger boldly starts to strike up a convo randomly, it might be seen as intrusive or in some situations creepy. Banter is reserved for pubs. But the people to the North of England are extremely welcoming, friendly, and talkative and since I have been all over, I found it a wonderful place. We are explorers/hikers so I liked that no matter what the weather there was always a deep trail, waterfalls, villages, beaches, caves, castles, and ruins to explore. I love their food overall, but it's stuff I've been used to since my grandmother could fix English and German cuisine. I still remember a small castle town of Warkworth, and a place to eat that was just a tiny room in someone's house. One of the best homecooked meals ever. Yorkshire and The Lakes was also very nice, most people there very friendly. The beef is the same though, wherever you go. ;)

It's interesting because I've noticed Canadians are reserved too, but politely reserved.. they will engage in smalltalk if you start the conversation. I just found it impossible to smalltalk with the English. This was not the case with Germans, Danes, Greeks, Italians, and Dutch.
