How do I upload docs to CEAC per new rules?

Okay, now I really feel like an idiot.  I have my email all ready to go as I understood I would submit via email for electronic processing. But then when I want to the NVC site, it says the following:

Method 1: Upload documents online using CEAC

If your NVC case number begins with one of the following prefixes:
 

BNS        FRN        HNK       MTL       RDJ         SYD
 

And your visa category is:
 

IR1          IR2          IR5          CR1        CR2        F1           F2A        F2B         F3           F4          

Scan and save your financial forms and evidence, civil documents, and translations. Then upload them to your CEAC account online. (CEAC is the Consular Electronic Application Center where you also pay your fees and complete your Form DS-260 visa application.) Our case begins with BNS but I can't find any place where one would upload documents when you log in to the CEAC.  Am I just an idiot?  Or should I email them to NVCelectronic@state.gov as I had originally planned?

April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

I had the same experience last week and just ended up sending via the email address you quoted.  There was absolutely NO where for me to upload on CEAC, and my case is MTL.  I think there's a glitchin the matrix!

When you log into CEAC website and start the application, you should an icon to the left of each document that you need to upload.

 

Click on that icon and select Upload Document

5/3/19 - Dropped package at UPS

5/6/19 - UPS ship package

5/7/19 - Package is delivered

5/10/19 - NOA1 Issued

5/13/19 - Check is cashed

5/14/19 - NOA1 received in the mail

5/24/19 - Biometrics Appointment letter received

6/4/19 - Biometrics appointment

6/6/19 - Case is updated online with "Fingerprint Review Was Completed"

5/5/20 -  Case is updated online with "Case is Ready to Be Scheduled for An Interview"

1/19/21 - Appointment to get passport stamped
