What happens if there is more petitions than the 60k annually offered?

 

I saw that the timeframe for application is from April 1st to April 7th.

Does this mean that I need to run and apply on april 1st?

 

Also I read that trump will just suspend premium processing. Or is there any other law or suspension that may affect H1B visas?

Here's the info about the cap

Yes as far as I know premium processing is suspended. https://www.uscis.gov/news/alerts/uscis-will-temporarily-suspend-premium-processing-all-h-1b-petitions
