Dallas Lockbox? If I am in California for my I-129F?

I just wanna make sure. I am in California, should I use the Dallas Lockbox: USCIS P.O. Box 660151 Dallas, TX 75266
to send my I-129F visa Petition?

Express mail also?

Every I-129F petition is sent to the Dallas Lockbox. They will assemble it into a packet and send it onto the service center. There is only one service center currently, which is California.
