I have a few questions about the I134 form.  The USCIS number doesn't apply to me since I'm a USA citizen correct? 

 

When it says if you are not a USA citizen based upon your birth in the untied states answer the following as appropriate. I was born in Japan on a military base to two United States citizens. Do I just ignore that part? 

 

 I have resided in the United States since... I was in the Philippines almost 6 months visiting my fiance I didn't work or anything, but I had an ACR-i card for tourism purposes. What date would be appropriate to put? 

 

Dependants information I'm assuming this is for children not my Filipina fiance?

From what I understand, a US military base overseas is like a US embassy overseas - it is an extension of US soil and therefore considered to be part of the US. I have a friend who was born on a military base in Germany to two US citizens; she is a US citizen by birth, considered to have been "born in" the states because she was born on the base.
