You don't need a ssn to get married. It'll say that you do on most county clerk's info sites, but refers to citizens. So, the answer is yes :)

Go get married! (Call and ask what documents they want from a non-residen).

A LOT of things in the US will ask for a SSN but it's not necessarily anything that is required, but rather for internal purposes of identifying. 

 

Setting up utility services, for example, can be done by non-residents, like Suss said just call and ask what is required for a non-resident.  Some places will be more familiar (i.e. Vegas) than others.  I live in upstate NY and it was troublesome for the clerk bc all my documents were Canadian and that threw her for a loop (which is strange given the proximity to the Canadian border)
