I wonder if whoever gave you the envelope thought you were receiving a different visa. As others have said, you don't need to pay this fee. I would ignore the fee even though it may seem like strange thing to do.

From what I understood from this visa type comparison chart: http://www.visajourney.com/content/compare, it appears that, contrary to K1 visa holders, CR1 visa holders are automatically gain Legal Permanent Residency status upon entering the USA and get their Green Card shortly after. This explains why CR1 requires pre-paying the free before entering the US territory; otherwise (https://www.uscis.gov/file-online/uscis-immigrant-fee#How to Pay the Fee):

  • USCIS will not send you a Green Card until we receive your USCIS Immigrant Fee payment. If you fail to pay your fee, USCIS will send you a notice requesting payment.
  • If you do not pay the fee within the time listed in the notice, you will not receive your Green Card.  Failure to pay the USCIS Immigrant Fee will not affect your status as a lawful permanent resident but you will only have evidence of your lawful permanent status for one year from the date of your admission, as evidenced by the temporary I-551 stamp placed in your passport by CBP at the time of your admission.

Why would a K1 visa holder have to pay the immigration fee knowing that he/she won't be granted the Permanent Residency and Green Card until after he/she gets married and goes through the removal of conditions step first (which have their own, much more expensive, fees)?

thats sounds more logical , i will wait and see what will happen after i enter the US if they ask for paying it then i will from there

I don't know why the person who work in embassy confused me

One more thing do they immigration officer concern about NOA-2 

Since mine NOA-2 will expire before entering to USA 

Is this a problem?

if you're entering the US with a k1 visa u will not pay anything but if you're entering the US with cr1 visa i guess u will pay the fee 

my noa2 expired before i entred the usa it doesnt matter as long is your visa still valid
