You already received your passport with the visa in it, correct? 

From what I have read, K1 beneficiaries do not have to pay the $165 fee, as it does not apply to non-immigrant visas (like the K1).

Perhaps things have changed now, so hopefully someone with more recent knowledge can fill us in.

yes i already received my passport with the visa and the yellow package that i need to give soon as i land in the US , and there is an attached paper that have instructions for how to pay the fee , i guess its a new law o something

This fee is not applicable to you as a K1 visa holder

A K-1 visa does not come with a green card.  No one pays the $220 green card fee (formerly $165 before 12/23/2016) with a K-1 visa.

 

The green card fee becomes applicable with AOS from the K-1.

 

The OP does not pay the green card with a K-1 visa only.

It makes sense that it would be, but it is apparently a special kind of visa that is considered non-immigrant, but with immigrant intent.

 

This page from the same site you cited classifies it as nonimmigrant: https://travel.state.gov/content/visas/en/immigrate/family/fiance-k-1.html

 

Definitely a bit confusing!

K1 Visa are exempt from paying the fee. Please see the following:

USCIS Immigrant Fee

Effective February 1, 2013, all individuals issued immigrant visas overseas must pay a US$165.00 USCIS Immigrant Fee before traveling to the United States.  Only prospective adoptive parents whose child(ren) is/are entering the United States under either the Orphan or Hague Process, Iraqi and Afghan special immigrants who were employed by the U.S. government, returning residents, and those issued K visas are exempt from the new fee.  The below USCIS website has more details on the new fee, including contact information for USCIS, if there are further questions: www.USCIS.gov/immigrantfee.

No, it means you do not have to pay it all. K visas do not pay this fee!!

No, you don't need to pay anything :)

 

A shorter version would state that "All individuals issued immigrant visas overseas must pay a US$165.00 USCIS Immigrant Fee before traveling to the United States. Only bla bla bla and those issued K visas are exempt from the new fee."

But why they attached to the envelope a paper that says I need to follow the steps and pay the $165 online . That's really confusing

Were those instructions on the form from the Embassy or Aramex website?

 

Remember that when you filled out Aramex (or USADocs) form, you chose the CR1 visa, which is not exempt from the fee, but you're a K1 holder, so you don't pay :)
