Jeez guys enough with Unicorns, sorry I mentioned it ;)

 

Back to the actual topic:

 

What are the limitations of a private security force? When they say the Church can hire a force that has "equal authority" as a police force, what does that mean? What can they do that a private security force cannot do? 

 

Still trying to get an answer to this. I think it is the key to this issue. They specifically state a private security force would not be sufficient, and I think they should have been expected to explain what exactly they want that a private security force can't offer.
