New I 130 Petitions for parent IR5

I am completing I-130 for one of my parents. The new version asks on Part 4 questions 62 a- 62 c if the beneficiary will apply for IV outside of the USA ( embassy or consulate) . Are these questions for everyone applying for a IV outside of the US or are these questions related to questions 61 a-b .

Any assistance will be greatly appreciated !!

It's an either or situation. Either the beneficiary is already in the USA on a work or study visa (for example) and will be adjusting status or the beneficiary lives outside the USA and will attend an interview at the embassy. You complete either 61 or 62, whichever is the one for your situation.
