Issues about OPT application delivery

I mailed my OPT application on 24th Mar through USPS certified mail with return receipt to USCIS Phoenix lockbox. Certified mail shows delivered on 27th Mar, but return receipt is stuck into pre-shipment status since 24th Mar. My check shows cashed on 3rd April in my bank account. But until now I haven't got any notification from USCIS, USPS, and the bank directly at all. Now things really worry me, because my last I-20 is filed on 17th Mar and I have to make sure USCIS get it within 30 days. Is it possible that somebody stole my application and cash the check? But I wrote "Department of Homeland Security" on the payee column. Is that really possible? I'm sure my email account is working and I didn't write the address wrong. And I'm sure I filed a G-1145 form as well. How do things happen like this?
