Green card didn't arrive after ROC. USPS says delivered but was not received. File i90 as lost or as not received?

My ROC was approved late Jan and the card was mailed Jan 31st. After months of giving me the run around, USCIS gave me the tracking number yesterday and told me USPS is showing they delivered the card (to one of those 12 residences in one mailboxes) on Feb 3rd. Went to my local post office and they said GPS shows it was marked as delivered at the mailbox, my guess is the mail person put it in the wrong window.

 

USCIS person told me I have to file it as lost, but I just logged in online and see there's an option for "never received". From my point of view, I didn't receive the card, can I file as such? Or will that delay me getting a replacement card? Obviously the fee isn't ideal but it's not a deal breaker for me, I just want my green card so I can apply for citizenship.

June 2012: Married

Sept 2012: Wife (USC) moved to UK

May 2014: Moved to us on CR1 from DCF in London

April 2016: Applied to remove conditions

May 31st 2016: Biometrics App

Nov 9th 2016: Received RFE

Jan 2017: Application Approved, GC Sent

April 2017: USCIS supply GC tracking, UPS say GC delivered Jan 2017, but was not received.

April 2017: Apply for replacement

May 2017: Replacement Biometrics

Jan 24th 2018: Replacement Received

Jan 25th 2018: Applied for Citizenship

Feb 22nd 2018: Biometrics

April 2nd 2018: Interview Scheduled for May 14th

May 14th 2018: Interview - passed

May 15th 2018: USCIS website updated to say approved

May 16th 2018: Oath Ceremony scheduled for May 23rd

You should be able to apply for N400 with a copy of your 2 year green card whether your case was approved or still pending, on cover letter say your I-751 was approved on Jan 31st but you never received your GC.

 

Regarding the lost card; when I looked at this in the past (you're not alone) most people state USCIS doesn't buy the card never delivered story once the USPS tracking shows it as delivered and people are forced to pay the I90 filing fee. Not sure if anything has changed since then. Why don't you do an advanced search? I found this person from May 2016

but did not update his/her case later on; maybe you could quote the post and ask if there is any update.
