Household size: who to claim as dependants

I have an unmarried 19 year old daughter who lived with me in 2016 but moved out in January. I did not claim her as a dependent on my 2016 taxes. I included her in my household size on my previous I-864 (I submitted it in January) but now I'm doing a new I-864 due to RFE and read this again and I'm wondering if she should be included in my household size. 

I also have another 19 year old daughter who is disabled but receives SSI disability as an adult and pays me room and board from that income. Is she considered a dependent? 

Beliw are the instructions from I864 regarding who to claim. 

 

Item Number 4. Enter the number of unmarried children you have who are under 21 years of age, even if you do not have legal custody of these children. You may exclude any unmarried children under 21 years of age, if these children have reached majority under the law of their place of domicile and you do not claim them as dependents on your Federal income tax returns.

did you claim your children on your taxes?

 

then they aren't part of your household if you didn't

 

living in the same house doesn't mean they are a part of your household size

Ok and I just googled the age of majority for the state I live in, and it is 18. So I think I don't need to claim them
