There is only one way. Your mom goes to live in the US. File the petition for you. After many, many years you can go and move to the US. Of course your mom needs to maintain her residence during that period. The family based visas are meant to reunite families. If your mom would move in back to your country, there is a chance your visa will be denied since there is no one to reunite.

Not as easy for the mother to 'just move' to the US. Would require her to make a claim to USC status first, which easily adds months.

1. Diversity visa lottery - both you and your husband apply (one entry each, if one is selected they bring their family spouse, child(ren) under 21 with) if you qualify. New entry period should start in October. 

 

2. Mom moves to the US and petitions you. You wait the 7+yrs it takes to have immigrant visa number available. 

 

3. L-1 or H1B visa through employer.

When are your Parents looking to move to the US? As others have mentioned the Us taxes its citizens on their world wide income, has she been filing? She will need to sponsor your father, income of good savings. To petion you she would then also file and wait a very long time for the visa number to be current.

 

You have not mentioned anything about her wanting to move.

Okay, let me clarify a few points so that the replies would come in relevant;

 

1. I'm not married, there are no plans for that in the near future at least

2. My dad isn't willing to move to US, the only two people interested to move is me and my 23 YO brother

If your mother is not moving then you're not going to get an immigrant visa. Family petition based visa is for family reunification and you're all living together in the home country.
