Has he contacted his US Senator yet?  If not, then he should do that.  Make sure he explains the situation to them and that you have been waiting over 5 months with no response or help from USCIS.

He has not, but we're scared to. They've really put fear into us to chase it any more and we're both feeling very anxious and stressed about it

Dont be scared.  We probably called them way more than we should and nothing bad ever happened. And knowing how many people call in there, im sure we werent the worst, lol. We even got a supervisor once.

Unrelated question for you :)  Did you receive a notice the day USCIS got your response to your RFE?  I'm wondering how many days between when they received it and when you were notified that you were approved.  Thanks!

If the customer has spoken with the CSR at a Tier 1 Contact Center and has not been able to obtain a resolution, the call may be escalated to a Tier 2 Contact Center if applicable.

Tier 2 is staffed by USCIS officers with access to applicable USCIS systems. USCIS officers may also escalate callers to a supervisor when necessary. 
If a customer is unhappy with the service he or she received during a call to the National Customer Service Center (NCSC), the customer may ask to speak to a supervisor. [4] Both Tier 1 and Tier 2 customer service representatives must transfer the call to a supervisor.

Glad to help out. It worked for me to get approved when she did it on 08/31 but I was 5.5 months waiting and 1 month behind everyone else as a march 21 noa1 and approved noa2 09/02. It might not work for you since no mays have been approved yet and your are only a little over 4 months out.

Fingers crossed 😊 Our received date was 24th April which I think is what my fiancé mentioned as it will be 5 months next week. Not sure why our notice date is so late.

We didn't get a notification, but there was a change on the website/app.  It showed that they received it the day after USPS shows it was delivered.  

 

As for approval, I did get notifications on that.  I don't know if it was from the 1145 or if it was from the website asking for electronic updates.

Ahh.  got it!  So you were over two weeks.  Not that everyone is the same, but I'm just trying to gauge my wait.  tick, tock....

In addition to the app notification I received an email and text from USCIS. I didn't know it because I was in the process of replacing my iPhone with limited internet (a task no person should have to endure). The funniest part of it is my daughter has been asking me for weeks what I wanted for my birthday and my only request was NOA2. So I'm fighting with the new iPhone and iTunes and decide to connect my iPad through my work phone hotspot and it comes up to my daughter congratulating me. Before I can open an app she sends me a screenshot of the approval. So she actually DID get to give me my desired birthday gift. 

Awe... So sweet!  Other than internet issues, how are you holding up out there in North Florida?  Hope everything is ok!
