Yes, when I called yesterday the agent said they had just received the case that day. He then advised that it would be approximately two weeks until an NVC number was assigned. I consequently took his two weeks advice and called today. :P When I called today the agent asked for my case number and immediately asked what my name was and if I was the petitioner, she then asked the name and birthday of my fiance and advised me that a NVC number and invoice number had been assigned and she gave them to me.

Yes. You need NVC to assign your case number and send to the embassy, then the embassy will send ready notification to petitioner and beneficiary, and you pay for the visa, and then you can schedule interview.  You can fill out the DS-160 and pay ahead of the embassy ready notification.

exactly!

Ok this is going to seem like a dumb question, but what number do you call and how to do you get through to a live person. I haven't figured out how to get through the 1-800-375-5283 # to anything other than the automated thing telling me what the website does for the case number. Kind of hoping the mail is just slow right now and need to let Fiance know. She has friends wanting to visit Upper Mustang right at the end of September and wants to know if she might need to be doing her interview at the embassy at that time or not.

Not a bad question at all. I can't remember what the correct options are, but when you listen to them, don't do the one that asks you to enter your case number, do the one that asks if you don't know your case number, and it'll transfer you to a person. You could also just not press anything and wait a couple minutes, and it'll think you have a rotary phone. Though the one time I did that, the guy started speaking Spanish and hung up when I asked for English even though it clearly said to stay on the line if using a rotary phone.

More briefly, select the options as if if you DON'T know your case number, and you'll eventually get a live person. Or, wait until someone picks up, and then say something along the lines of, "Sorry I have a rotary phone and couldn't select an option."

If she wants to visit friends, you could always select an interview date in October to give her time to see them before coming over. Just make sure the interview within 4 months of the NOA2 date.

Well guys and gals ... placed a call to USCIS and RFE is on the way ... can't help but wonder what they need, but it isn't a denial and turn around seems quick so I'll take it

I hope that it's something easy for you to fix and that your NOA2 quickly follows!  :)

Well the trip is with a group of friends not a visit. However, she only wants to go if she doesn't have the visa stuff happening. She wanted to be over here next month so she is already getting antsy and her sister is getting married in Delhi in November so she wants leave Nepal by the end of October since her plan is for me to fly over 2-3 weeks after her embassy interview and the two of us to fly back. She wants me to meet her parents, grandfather, etc while I am over as well. I just do what I am told in that regard.

Well, I haven't the slightest clue really ... I sent all court documents from divorce, I sent all court documents from charges from way back with exception of two that were from 90's, I sent terms and conditions for game we played and chat application ... I was thorough in my explanation of how we met, so it's beyond me as to what the issue is ... but yes, I am glad to hear the RFE and not Refusal :jest:

Please keep in mind that she will not be able to leave the US until she receives her AP or she will be considered to have abandoned her AOS. This typically takes at least three months from when you file for it conjointly with AOS and EAD (if you so choose and want the fees for AP and EAD waived). Also keep in mind that the visa is only valid for 6 months after the date of her medical. As for what you and our fiancee want to do, that is best left up to you, but please be cognizant of those dates/deadlines.
