Citizenship changed for Petitioned person - Help

a relative of mine who is US citizen applied for Sibling visa for her brother who is a Mexican citizen. This was about 10 years ago or so, but because for the F4 category Mexicans fall under a special group he would have to wait at least another 10 years more before the Visa Bulletin reaches his date.

About 3 years ago or so, the brother became a spanish citizen (Spain did a thing where grandchildren could apply for spanish citizenship).

My question is how, if even possible, could I go on about updating the NVC or USCIS with the new citizenship so that they can fall under the general category in which case his case is probably just about to come up.

PS: Another question is that the US citizen relative wants to become a spanish citizen as well (Same grandfather) but is scared that doing so would make her lose US citizenship, from what I read it's not an issue as long as when asked in the US you say that you do not have intentions on giving up us citizenship, does anyone know the contrary? They have no intention of living in spain but its kind of an inheritance thing you know.

Current Status: NVC:
-Assigned and Received NVC Case Number, IIN, and BIN April 18, 2014. (100% sure case # was assigned today because I called twice and it wasn't assigned in the morning when they opened but in the afternoon it was)
*Could not provide email then as case was still being updated in their system
-On April 21, 2014 I was able to provide my email and beneficiary's.
-On April 28 I was able to fill out DS-261
-On April 29 I received and paid AOS Fee (at 1pm)
-On May 1 I received and paid IV Fee (at 1pm [became available]), also AOS Fee shows as PAID
-On May 5 IV Fee shows as PAID and DS-260 became available and was completed. Also, AOS Package Scanned by NVC

-On May 7 IV Package Scanned by NVC

-On May 28 AOS Accepted

-On June 2 IV Accepted/Case Complete

-On June 11 Interview Email Received

-On July 3 Interview at Moscow

Note: Medical Exam scheduled after interview letter received by calling the specific clinic, earliest appointment was 2 weeks ahead)

-Visa approved, came to us, got greencard, sadly things didnt go well and divorced. Last I hears she was still in the US and got a full greencard (I notified USCIS of divorce though)

Both the US and Mexico allow people to have more than one citizenship, so not an issue. Most I have seen is 6, there a few countries that do not allow more than one but not many.

 

Has no impact on his processing so nothing to do now. When his PD is current then he will need to declare his Citizenships, not that it matters.

It does have impact from my understanding from the Visa Bulletin there are several countries with different PD than others.

Current process date for Mexican citizens is June 1997, India is August  2003 etc. However people not from those 4 specific countries are at May 2004. Spain falls in that category Therefore if he was listed as a spanish citizen he would be very close to his processing date whereas with Mexico he would have like 10 years to go or more.

Just want to update for others. NVC picked up and they said to send the new passport/evidence and that they will update it so it applies for the faster PD, so I guess I'll have to wait and see how true that is.
