They want your barcoded cover sheet included with your documents. Your scan date will start once all fees are paid, DS-260 completed, and have received your supporting documents.

Yea I send the cover sheet from my email welcome letter package ...

ok, perfect. So your 11 weeks will start once they confirm receipt of your documents and you've completed the ds260. For example in my case: USPS Tracking stated that the NVC received my documents on Monday April 24th. NVC customer service rep said they received it on Tuesday April 25th. I completed the ds-260 on April 26th (completing my file). My 11 weeks started yesterday on April 26. I should hear back from the NVC no later than July 13th.

Mellisa, I don't know what the second document is nor do i think it's a big deal if not included.. .. I only sent in the document cover sheet as the instructions describe below.. Even when I spoke to the NVC, they just said "Document Cover Sheet with barcode"

"If neither Method 1: Email processing nor Method 2: Choice of processing applies to your case, mail your financial forms and evidence, supporting documents, translations, and photocopies, with the Document Cover Sheet included with your NVC Welcome Letter, to the following address:

National Visa Center
Attn: DR
31 Rochester Ave. Suite 100
Portsmouth, NH  03801-2914

If your Document Cover Sheet is missing, you can print a new one online. Go to ceac.state.gov and click on “Fee Payment” under the “Immigrant” category. You will be asked to enter your NVC case number and Invoice ID number. After doing so, scroll to the bottom of the page and click on the “Print Document Cover Sheet” button. You can also choose to email yourself a copy of your document cover sheet for printing at a later time."

I've just called the NVC. Great news.

They said either one will work as long as they have the barcode.  So this one as shown or the other one with the list of documents needed.
