Regarding the police certificate, it is to my understanding that you need both Panama and Argentina's police certificate if she has lived in Argentina more that 6 months at any time in her life.

To answer your questions.  I've sent the translations as well.  But here is an update, after from my original post, an NVC supervisor called me back.

 

1. - Birth certificate - Just needs to have the "Civil Registry" stamp seal.  It had everything they needed, just needed that seal.  So my wife will be working on getting that.

2 - Marriage certificate - They lost the marriage certificate document.  While I was with the supervisor, I made sure they were looking at the documents, as I was looking at the exact mirror copy of the documents I sent over.  Flipped through the pages, and that particular page was missing.  Not sure how that happened, since its the EXACT copy of what I sent. My wife has the originals and I have the copies, so I'll be sending that over.

3. - Argentina police certificate - I don't have to submit it per the supervisor, but I'm not going to risk it, so she will be getting those to me as well.  

 

It's unfortunate that this happened but it happens to the best of us.  I'll be sending the documents as soon as my wife gets it to me.  I will keep this thread updated once I send it and when the NVC gives me the 2nd scan date.  The supervisor also mentioned that it will fall under the 11 week time frame for reviewing, but I'm definitely going to push through it and bug the hell out of them once they receive it and keep asking for a supervisor review!  Good luck to everyone else waiting, definitely stay positive it will get done!

Does anyone know if you can give the NVC the email addresses of the petitioner/beneficiary using the UCSIS receipt number before they receive the case or assign a case number, or do they need a to assign a case number before they get your email address?

Is there a benefit to calling the NVC to review the DS-261? I submitted it on April 18th and paid the AOS bill today, on April 20th. The IV bill has not yet been invoiced.

Will reviewing the DS-261 open up the DS-260 or the IV bill sooner?

I see that some people paid the IV bill and AOS bill at the same time. How did that happen?

I think you have to wait for them to give you the case number before they will take the email addresses.  My wife gave them the same time she got the case number.  When she rang earlier, they wouldn't accept them until a case number was assigned.

Our reasoning is simply that I want to be with my wife and daughter during this tough time. Daughter's not even 2 and going through a surgery. 

I'm not sure if it'll be a good idea writing long text about this besides explaining the situation in 2-3 lines and add the proof documents. What do you recommend?

I did a paragraph introducing ourselves and our current living situation, as well as the reason for our expedite "financial and emotional hardship" in our case.  Then a paragraph explaining our situation and the repercussions of if we have to wait the full processing time.  Then I thanked them for their time and consideration.  
We asked if we could be expedited for the embassy to pull our file and review it instead of waiting for NVC.  We still only got an approval for the interview stage.  It was later when I further appealed that they granted the other, when it was too late.  Basically the embassy will decide what you can and can't have in terms of expedite so no need to specify which.  


For medical expedites its often both they grant anyway. There's a good template in the NVC wiki to use, I'd suggest using that. Let me know if you don't know where to find it.  Don't make it super long, but explain  yourself. 

When explaining your situation, perhaps explain that you want to be there for your wife and daughter, and that with any surgery there is a risk of complications, and therefore you couldn't bear the thought of anything happening while you're so far away.  We tugged at heartstrings with ours as well as including photos of us as a family in the email. 


Not sure if it matters whether its the petitioner or beneficiary, but we wrote it from my husband as the USC, as we felt a US citizen appealing for his wife and family to be able to join him, not be without income and potentially a home, was a stronger argument.  We felt they would care about the requests of their citizens more than those of people wanting to immigrate ;-)

This is great. Thank you! So while I do want to write the letter myself as the applicant, and explain how I feel about the whole situation, most of the cases I've seen, the petitioner / USC writes it.

did they say whether your file has moved from the file room to the dept who does the reviews? If so it should be within a week.

They will advise whether its requested to go to them or take it to the embassy.  In my case they told me to take it to the interview. The letter will advise you
