My fiancé is self employed and we have IRS transcripts for 2014, 2015,2016

He has the 1040, W'2 and 1099 as well because he used to work for a company now he is self employed.

1- If he is above the 125% poverty guideline , do we still need to get a bank statements?

2- if we have the IRS transcripts do I still need to take the forms 1040,1099, and W'2s with me to the interview or only the IRS transcripts are enough ?

1) It's best to bring it along to show his financial standings and current income.

2) IRS tax return transcripts should suffice but if you have the 1040, 1099 and W2, might as well bring them just in case the officer asks for them.

His current bank account is not very good , he doesn't have any savings .

would it effect on our case ?

You only need to worry if your fiance's annual income does not meet the current poverty guideline :) If he has some assets, he can state their current market value in the I-134 too.

However, it seems like some people did not get a bank letter or state their bank account balance given that their annual income was sufficient to prove their ability to undertake the responsibility of a sponsor.

This might also be an embassy specific question because different embassy might want the bank letter and such while another doesn't mind if it's without. And take Philippines for instance, their embassy doesn't even allow co-sponsors while other embassies are OK with it. Kinda wish they would streamline it for all embassies.

You do not need bank statements unless he is under the 125 % limit for income.

It's embassy specific what evidence for income they prefer. Check with the embassy or other members that have interviewed at the same consulate.

If it isn't difficult, it isn't worth it.
